EU Skills Introduces Restricted Mobile Plant Training Categories to Better Reflect Real-World Operations
New PLUS certification options developed in response to industry demand and supported by Certora.
Energy & Utility Skills has introduced new restricted categories within its Plant for Utilities Scheme (PLUS) for selected mobile plant equipment, providing a practical solution for employers whose operators use plant equipment for a specific set of tasks rather than its full range of capabilities.
The new categories apply to Mini Diggers, 360° Tracked Excavators and Materials Handlers, recognising that many machines are used for specific operational tasks rather than their full range of capabilities.
The introduction follows extensive consultation with employers who identified a growing need for training and certification that more accurately reflects how equipment is used on-site. One of the key challenges raised throughout this process was that operators were often being assessed against competencies that simply were not relevant to their day-to-day role.

"Many of our customers operate mobile plant in a restricted capacity. For example, an excavator may be used solely to move material from one location to another, rather than undertaking the full range of excavation activities associated with the machine.
Under traditional assessment criteria, operators often struggled to demonstrate competencies that were simply not relevant to their day-to-day role. These new restricted categories provide a more realistic and practical approach to training and assessment while maintaining high standards of safety and compliance."

The restricted categories also offer an important welfare and safety benefit. By clearly defining the scope of an operator's training, employers can ensure workers are not placed under pressure to undertake activities beyond their current level of competence.
As plant operations continue to become more specialised, training and assessment need to reflect the reality of how equipment is being used on site. These new PLUS categories represent a practical step in that direction, helping employers train for the task at hand while maintaining the clarity and standards needed to keep people safe.
