Everything You Need to Know About the CIWM Continuing Competence Test

In order to meet the requirements of the CIWM Operator Competency scheme, all technically competent CIWM trained people must demonstrate that they have kept their knowledge up to date by taking the CIWM Continuing Competence test every two years.

What is the CIWM Operator Competency Scheme?

The CIWM Operator Competency Scheme is a government-approved scheme that ensures waste site operators and mobile plant managers are technically competent to manage permitted facilities safely and legally.

The scheme helps to demonstrate that operators:

  • Have ‘sufficient control’ over day-to-day operations in order to comply with permit conditions
  • Know how to operate the necessary equipment
  • Can comply with the law and government policies
  • Can reduce the impact of the activity on people and the environment

What is the Continuing Competence test?

Technically competent managers (TCMs) need to demonstrate that they have kept their technical competence up to date. This is done by taking the Continuing Competence assessment every two years from the date on their Primary Competence certificate.

What does the test include?

The test comprises multiple choice questions online. You will answer 18 questions for the Generic Knowledge Test plus another 12 questions for each Activity Specific test you select (maximum of 3).

You will have 60 minutes to complete the test.

When you choose your Activity Specific test, make sure that you select the correct one for your waste site that you need to demonstrate competence for.

How often do I need to take the Continuing Competence test?

To meet the criteria for the CIWM Operator Competency scheme, technically competent managers will need to take the CIWM Continuing Competence test every two years.

How do I book the Continuing Competence test?

To book your Continuing competence test, you will need to visit the Pearson Vue website which can be accessed here.

How much is the test?

As of January 2025, the test costs £190. This includes the Generic Knowledge Test, as well as up to three Activity Specific Tests.

What is the pass mark for the test?

To pass the Continuing Competence Test, you will need to achieve a minimum of 70% overall. This equivalates to 21/30 correct answers.

However, this is broken down into:

  • A minimum of 50% from each of the Generic units.
  • A minimum of 50% from each Activity Specific Test taken.
